Some CB a** may have tried to place a carrier inject and BFO kill for AM
receive mod.

Looks like a problem on the carrier oscillator circuit (modulator board)
Start here, put a scope (easy probe spot in from top side) on the center pin
of the balance pot (null
adjustment coupled via C16) see that you have RF on LSB USB and CW (Receive
and Transmit).

Note : I had this problem and have notes
Approximate V16 voltages on a good working radio,  I did not have the manual
at the time of notes
pin 1 99 v on USB and CW (receive)
pin 6 120v LSB (receive)......115v (Tune)
