I finally found the cause of my S-meter problem.  It turned out to be a bad
tube socket(V3).  I noticed this when switching out the tubes to see if it
would help.

I replaced the tube socket and the S-meter is working just fine.
It was sticking at around S-3 and then falling down to s-0 or below  s-0
after 10 minutes.  It also stuck at S-3 after transmitting for awhile and
then fell below S-0 after about 10 minutes.
