Question - HW-101

My good old HW-101 has developed an interesting characteristic.  Shortly
after being switched "on" there's a weak motorboating sound on the speaker
(or headphones) that increases in frequency over about 10 seconds, then the
audio is normal. The rig operates as usual after that.  A faint flickering
of the voltage regulator tube is visible that corresponds to the
motorboating but substituting a new tube doesn't change anything.  Has
anyone else experienced this?
