Unusual SB-650 found?

Hello all,
     I recently purchased a Heathkit SB-650 digital frequency display.  I
opened it up just to check out the insides and found something very unusual.
The SB-650 has LED digit displays instead of the Nixie tubes.  It has two PC
boards that have the 7 segment decoder chips, resistor packs, and the LED
displays.  The PC boards are very well done although they do not have a
Heath 85-xxx part number that I can find.  Does anyone know of any such
device?  Was it perhaps a prototype or did some enterprising ham do this?
Any input would be appreciated.
