IT-28 capacitor checker

Hi,
    I just got a Heath IT 28 capacitor checker with no manual.  I figured
out how the bridge works to measure capacitance and resistance but can't
figure out the leakage test.  Does anyone know how the leakage test is done
and what the discharge switch setting is used for?  Any help appreciated.
