HM-2102 Wattmeter Question

I have exactly the same problem with one that I found in an estate sale, but
which had never been completed. The circuit board was already populated, so
I referred to the manual. The manual suggests to check C3 or leads on pickup
coil for reversal, I am still trying to come to a fix even though C3 and
pickup coil OK!

If I get a fix done, I'll let you know..
