Well keven,
               This depends in where the cap is used.
If it is a power swupply filter cap going bigger will be better.
will have less ripple and hold b+ volts up.
If series caps use same type and value for even loading.

If a cap is used for RF or AF by pass to ground going a litle bigger is ok like .01 replaced with .015.
be carefull with RF make shure cap is for RF and keep leads short.going much bigger in RF could be a bad thing.like putting a 1uf in place of a .001 uf RF bypass.

when caps are between stages RF,IF,AF stick close to the design value.like .012 can use .01 but not .15uf..
If in a tank circuit keep the same like all RC(L) circuits.

in osc circuits keep the same.like RC(L) tupes.
the frequancy depends on cap value.

so it depends where and how you are using the cap,
