Dan, the HG-10 output is VERY sensitive to any
loading, you must use a low capacitance cable on the VFO
output such as RG-62. I have used RG-58 but it will only
work if the total length is 1 foot or less.
If you can, place a 50K ohm load across the VFO output
and you should measure about 3 volts RMS, if the
VFO output is up to snuff and the output cable is ok
I would check the xtal/vfo switch.
