Two Questions - HP-23A and HW-101

1) Does anyone know of a substitute circuit breaker for the one found in the
HP-23A power supply? (Or the current value of the original?)

2) The HW-101 voltage regulator tube seems to almost go completely dark when
transmitting cw, which it didn't do a while ago.  Has anyone else had this
happen?
