stuck knobs

Hummmm....

working on a old heathkit sb series receiver. Was planning to remove the
knobs and clean/replace them. Well don't you know I can't get the blasted
things off of their shafts. The set screws are rusted tight. Tried the usual
wd 40, 3 in 1 oil and other cleaners/ solvents.

any ideas?
