HW-16 Problem

 My HW-16 has developed a problem. When turned on, there is a tone "like" the 
side tone, but its not the side tone. This tone is raspy, and if you close 
the key, the normal sidetone is heard. However, the NE2 bulb is dimly 
illuminated when in receive...

Anybody experienced this, or can give some suggestions?
