The neon relaxation oscillator works when there is enough potential
across the lamp and capacitor to fire the lamp.  This normally happens
about 65 volts.  Both sides of the lamp return to the bias voltage, -150
volts, through resistors.  What is happening is that the voltage on the
key side is dropping from -150 to something less negative.  It's pretty
much a measure the voltage with a meter and find out where it's wrong.
I'd start with the key voltage and see what that is.  Then go from there.
