The filaments are wired in a series parallel arrangement (some are two 6.3 V
in series, the finals have their own separate lines) If you have both
finals lit you have a trace that is probably broken on a circuit board. It
is simply a matter of measuring which ones have voltage and which don't,
then finding where the break is on the traces.
