HW-5400 Need Help With Problem

I need help with this problem - thanks in advance for any ideas you provide:

 I just finishing fixing the HW-5400 receive. It now operates fine in receive. 

Now I find that depressing TUNE (IN CW Mode) puts power out as seen on the ALC meter but shows decay on the meter almost immediately. During the decay, at a certain consistent point on the meter, transmit cuts off and at that instant a flash is always seen on a digit of the frequency (not always the same digit). Also, the LEDs on the synthesizer board flash at that same instant. Seems as if a voltage spike is put on the 5 volt supply(?).

I have no idea how to find this one. 

It seems like a capacitor may be bad. 

Any thoughts?
