Heath CD ROM - question

I'm back from the Dayton Hamvention, and back to work on the CD ROM.
I have an interesting cassette recorded by Director of Engineering Gene
Fiebich chronicling the early days at Heath, that I would like to include as
a .WAV file on the CD. It's 30 minutes long. Can someone tell me if this is
possible, and, if so, what software (shareware) I could use? Gene had a deep
voice, so I'm hoping that a low sampling rate would allow 30 minutes to take
up a reasonable space and still be intelligible. I have about 200 MB
remaining on the CD. Any chance it could be made to fit?
