Operating 6146 Finals

Hello,
     While some of us are on the topic of 6146s, it's a good time to
ask this:
     I just finished refurbishing an SB-401 transmitter.  Power output
appears normal on all bands (130 watts or so).  I can advance the
drive to the point of power output leveling off, and plate current is
normal.  However, there's almost no grid current.  I can continue to
advance the drive control all the way up, and then I see a bit of grid
current, but not what you would expect.
     Am I seeing the beginning effects of soft finals?  Or perhaps the
need for neutralization?
