Two thoughts:
1. There is a product called "OOPS" latex paint remover.
If the splatters are latex based, quite likely, then this might
remove the splatters. I believe the base paint is oil based and may
be baked on.
The chances are good that you can remove those splatters and not
effect the oil base with CARE.
OOPS is available through True Value hdwe stores.
2. Also 409 is also a paint remover but that needs considerable
attention as well.
Try this before you go for the full repaint.

This sounds like a full repaint
