More SB-220 help

I've made several posts while I've been troubleshooting my "new" SB-220. 
At this point everything lights up ok, and at first it seems to tune up
okay into a dummy load.  As the exciter is turned up, the tuning fails. 
Tuning on 20 mtrs.  Starts at load cap setting 4.  When I increase the
drive past ~.350 plate amps, I have to turn the load capacitor all the way
to the fully meshed position in order to peak the relative power meter. 
Once this happens, I can't peak the power satisfactorily, even with less
drive.  Still because I need more load capacitance (I guess).

Any ideas or suggestions?
