I certainly agree. However, if you have access to a variable B+ voltage
source it's possible electrolytic capacitors can be 'reconditioned'.

Starting with a reasonably low voltage....say 15 to 25 volts; keep this
voltage applied for a while, maybe 1/2 hour to an hour and over a period of
24 hours, slowly bring the voltage up to the rated voltage and hold for
several hours. If the capacitor feels hot, or even warm during this
procedure, replace it.

I purchased a Seneca (non-eBay purchase) several years ago along with a Eico
Model 730 modulator. I replaced the Seneca's caps but not the Eico. I use
both weekly and the modulator has never given me a problem.
Of course, neither has the Seneca.
