Computer shutdown problem

Hi guys

Can I join the "how come club" ?

My neighbors computer doesnt shut down,   Mine Re-Boots.

Running WinPSKse,  Whenever I transmitt, my computer re-boots.  ! 
  My Heath rig works fine with no RFI TVI or TTY problems,  I am just my own worst enemy and don't know how to "FIX" me..

  Be nice guys and give me some ideas.
