It looks like the NTE #518 might be a suitable replacement. Its rated for 25mA with a PIV of 35KV. A little pricey at $4.46 through Mouser ( http://www.mouser.com ) and many others as well. There are probably other suitable replacements out there as well, but this might get you started.
