Dan,
Since the dummy load is supposed to be non-inductive, a simple ohmeter at
the input terminal will do nicely...
If you're concerned about reactance somehow altering the load, run a bit of
power into it by way of a good SWR meter, & watch to see that your match is
1:1.
If your ohmeter shows 50 ohms, but your SWR says something other than 1:1,
you've got a reactive load as well as a resistive one inside that can.
