The item is actually

        Heathkit Slow Scan Monitor Item # 1393724963

It SURE looks homebrew to me, I am not aware of any heathkit slow scan
stuff. Have never seen it in any catalog (have one for each year) or the
Penson book.

Maybe the builder built it into a scrap SB line case, or even ordered
the case parts from the spares list.
