HP-23A solved!

Thanks to everyone who responded to help me out.  It turns out that the
powersupply was working fine all along, it was I who had the problems!  I was
checking filament voltage with respect to common ground, not the filament
ground!

I'm still learning a lot, but it really helps to have a wiser source then I to
bounce ideas off.  It doesn't help when you keep checking the right thing the
wrong way!
