snap on the calibrator... on 80 meters the s meter should be at least 10
over s 9... if not, monitor the avc voltage  with a vtvm.. it's possible
that the IF just needs a tweak .

if the s meter does read 10 over s 9, then the IF stages are working along
with the meter circuit.

it's a good place to start..
