reforming electrolytics per MIL-HDBK-1131A

Over on the Antique Radio Forum, www.antiqueradios.com  we have 3000 members
and some pretty well known "heavyweights" in the world of radio
restoration.Agreeement is to replace any lytic in any radio 20 years old or
older,and paper tubulars are *always* replaced and the guys will provide
anyone with the average leakage figures from old paper tubulars as extensive
testing has been done on these.
Some guys did not replace lytics and they weep bitter tears at the loss of
expensive power trransformers for not having done so.
I replace all caps except ceramic and mica when doing a rebuild.You *will*
hear the difference,folks!
