help with Sb104a counter board

When first turned on the display reads 6606.4 for about 1 second then the
numbers start jumpping around. The radio receives and transmits on the
correct frequency.After about 5 minutes the display shows 5679.5 and the
VFO will change the frequency at any time. All the ICs are soldered in.
