What is it?

I'm restoring a SB-102 and lots of the metal work (screw heads, side of LMO, capacitor frames, metal shafts etc.) have a lemon colored film.  It is not yellow rust and it will not wash with water.  It is not WWII anti-fungus!  Anyone ever run across this and if so how did you remove the film.   Thanks, Joe k7mks
