Help for HW-101

I have been rebuilding an old '101 and I have the rx and tx working but the S-meter is not.  It does indicate output in plate position but does not work in any other positions. I know it would be hard if not impossible to align the rig without the meter working.  Anyone else had this problem or any ideas.  Thanks.
