Mineral Oil

The new stuff is almost 100% or totally PCB free.  Don't be concerned about 
anything available since about 1980 or so.  Plain mineral oil from your 
local drug store or pharmacy will do a nice job in most dummy loads and will 
handle the heat and maintain good dielectric properties.  Yes, transformer 
oil from the power company, in simple words, smells bad.  It is pure, 
unrefined, mineral oil.

As to using cooking oil, motor oil, peanut oil, and etc., you are own your 
own as to its heat, electrical and chemical properties.
