Signal on 28.635 MHz

We had a signal on 144.200 MHz several years ago that
turned out to be a "test oscillator" with a 2 inch
antenna on one station's workbench.  I was hearing
this about 7 miles away and the operator could barely
hear it on a converter that he was working on!

This signal is covering at least a 10 mile radius and
is definitely NOT a colorburst harmonic.  There are
plenty of those around and they are at a much lower
signal strength.  It is also definitely vertically
polarized since the signal strength drops below that
of the television spurs when any station goes to
horizontal polarization.

The carrier did gain some modulation a while ago that
consists of 2 frequencies.  One is constant and the
other comes and goes.

It is the fact that this signal is so much stronger
than the "normal" television spur and the fact that it
"sounds" completely different that makes it unique.
