HW-101 Bias Levels?

Additional: I did a little more checking last night, and power out is
almost 25 watts higher on CW when compared with Tune. The CW level control, which
controls the ALC, is essentially the same in the two modes, so it appears
that my problem is further upstream. The signal is on the same frequency, so
it's not an issue with the bandpass of the crystal filter. The switch
contacts that unbalance the modulator, supposedly are the same for Tune and CW.
This will be a good one to troubleshoot.

I've looked at the schematic, but can't see how, so I don't think this is
normal.
CW reads highest. Tune reads the lowest. USB and LSB read the same and
adjusted to the bias mark on the meter.
