Need help with HP-23A

The most probable cause is that one, or more of the
rectifier diodes is blown. This is often caused by
one, or more, of the electrolytic capacitors being
shorted.
You can replace all of the capacitors and
electrolytics in the HP-23 series for well under $20
with parts from Mouser ( http://www.mouser.com ). If
any of the diodes are blown I definitely suspect a bad
capacitor. Since the price of new components is
pretty cheap, and since replacing just one of the
capacitors or diodes is usually just asking for more
problems in a very short period of time, I just
replace all of them when I rebuild an HP-23 series (or
Collins 516F-2, or, generally, any other AC power
supply).

the fuse blows when the HV secondary of the
transformer is connected to the rectifiers and capacitors.
