Suspect part or all the problem is the USB carrier frequency which is 
off-frequency. Don't know if USB is on the high side or the low side but 
whichever side, the carrier has probably drifted toward the center (i.e. 
up the skirt of the filter). That would make more carrier and make the 
adjustment much more finicky.  Just a guess.
