Measuring PEP?

Please how does the FCC or ARRL recommend measurement of legal output power 
now?
I am visiting reciprocal ham from England, where we had to use dummy load 
and series RF ammeter first, then 2 tone signal into scope.
I have SB-220 amp and SB-610 monitor scope.
