SB-220 on 17 meters?

When I try to tune my SB-220 amp on 17 meters, with bandswitch on 15, the 
plate current rockets up to full scale. When I go to SSB everything is 
normal and I get good output and reports.
This only happens on the TUNE setting, unless I reduce the drive from 100 to 
about 50 watts.
Any ideas for reason and cure please?
