doc and Gentlemen,

a) I would expect semiconductor rectifiers to be more vulnerable than tubes 
to EMP. The soft-start device would probably degrade overall EMP 
susceptibility. The components visualized in the other suggestions seem to 
be less susceptible, or are intended to reduce susceptibility.

Engineering design is a game of trade-offs. The individual designer/team 
would have to decide on an optimal design.
