SB-104 low Receive on 20-15-10 meters

Hi
Looking for help in fixing a SB-104 upgraded to SB104a
Radio Transmits ok on all bands,Great strong Transmit/receive Only on 80 
and 40 meters,Low receive on 20-15-10 meters,It receives on 20-15-10 
.Strong birdies on 20meter band...but background noise and station 
signals won't even move the s meter....Any Ideas?
