HW2M The plot thickens

Thanks for the suggestion of a stuck key, but I think
not.

To recap  HW2M  when turned on goes into transmit,
continuously with charged battery or external power,
light flashes as battery discharges, unable to change
anything.

Opened it up and metered the key (19k open, 0 ohms
closed), unplugged the leads to the remote mic/key and
checked the coin cell (3.05V).  No change in behavior,
reconnected the remote mic jack and closed up the
case. Since battery was low, the LED was flashing (ie
dropping in and out of Xmit as voltage fluctuated) I
hit the key and all behavior returned to normal!  Was
able to tune, receive, etc, even key up though with
low battery not for long. Turned it off and on several
times and all was well.  BUT

Charged up the battery (the one that came with it
stock) and it went back to locking up (see "recap"
above)!!!!!

Any new ideas??????  Last sucessfull use was as an
APRS station with a TinyTrac 3 set to transmit every
30 min.
