Try some lubricant like WD-40 on the bearings and
around the "stop tabs" (use the red plastic tube that
comes with the can and apply sparingly).  Then rotate
the shaft back and forth several times.  This will
often "loosen up" the assembly and then it will make
the full 5+ revolutions.
