Heathkit HW 8 Output Transistor Mod info needed

  I have an HW 8 I got from a flea market over the winter and I am checking it out and see the final has been changed to an ECG 488. I saw this mod mentioned on the web but cannot find the details.
   
  I am not sure if the mod was done properly because the rig is only putting out 2 watts on all bands. Since its low on all bands I dont think my toroid cores are bad. I would think with that output device I should see in the area of 3.5 to 4 watts at least.
   
  I am wondering if any other circuit changes need to be made for the device to operate properly. 
   
  If anyone has the details of this mod they could email me or is familiar with it please let me know.
