SB-101 LEVEL Control Problem

Two possibilities spring immediately to mind:

1) The finals are oscillating, as Glen mentioned.

2) Carrier suppression is non-existent.

Have you been able to listen to the signal quality?

Are you using final amp tubes OTHER THAN 6146s or 
6146A/8298 ?

I would first check the neutralization, then the carrier 
suppression.

The carrier-null pot (200 ohms) can go bad on you.
