If you have an electric company service center close you can often obtain a gallon of PCB free transformer oil at no charge.  Electric companies use this oil by the 55 gallon drum and the cost of the "paperwork" to sell a gallon is not worth the effort.  Therefore, if you ask "real nice" they will often just give you a gallon for your dummy load.

If you have to use mineral oil then go to a farm or ranch center.  They sell mineral oil by the gallon generally for less than a pint costs at a drug store.
