Refurbishing a Heathkit SB-200

I just bought a Heathkit SB-200 that needed a little work.  I found a fuse
block had been installed on the bottom chassis containing ¾ amp & 20 amp
fuses that was inline with a damaged soft-start mod. The wiring was small
that was used to wire the fuse block into the soft start.  The soft start
mod board is blackened on the bottom and a resistor was broken. 

 

I am replacing the soft-start mod with a new one from Harbach Electronics.
I figured the circuit breakers would provide circuit protection.  Anyone
know if it is a common practice to install a fuse block in lieu of the
circuit breakers or any reason to install one?  Right now I am thinking
about removing the fuse block and installing new circuit breakers.
