IO-4510 scope restoration - calibration

Hi Alex,  Glad you are making progress with your scope.

The 3 KV section was fixed in my scope by replacing the capacitors with
0.02 uF 3000 Volt and replacing the diodes with 8KV, 50mA diodes.

Also I made a voltage divider from 10 Meg Ohm resistors so the HV could be
measured with a VOM and not load the HV.

The drift problem might be caused by the +/- 15VDC supply drifting. I
needed to repair that supply on my scope.
