This is the method I used to repair the +/- 15 VDC supply section
of my IO-4510 scope.

The +/- 15 VDC supply was fixed by:
 Replacing Q703, 417-289 ( 2N6109 ) with a TIP30,
 Replacing Q704, 417-296 ( TA7311 ) with a TIP29A,
 Replacing IC704, 442-65 (SG4501N) with a NTE921.
This is a pin-for-pin replacement. However it was
necessary to remove R721 (10K), R723 (27K)resistors
and replace R722 (10K Pot) with a 50K Ohm Pot.
The new pot is wired between the +15 volt line and to the -15 volt line.
I accomplished this with jumpers.
The result was the +/- 15 volts were within 0.050 Volts of each other.
I have not tried connecting the balance adjust using a
100K Pot between +/- 15volts and Pin 2 of the IC.
