SB-614 not sweeping

I bought another "working" Heathkit on EBay.  This time it's a SB-614
monitor scope.  I can't get any kind of sweep on the display, just a dot
that changes height depending on the amount of RF.  I don't have a manual
for it but I don't think that is right.  It had a RCA plug with it that was
simply a connection from center conductor to ground, not sure what that is
for.  Question, with no RF signal should I be seeing a sweep line across the
screen on SSB mode?
