More and updated - I downloaded a manual and checked my 'facts' out and here are some more factoids:

The mixing scheme is as follows:
1. Carrier osc at 2303.3 kHz (USB) and 2306.7 kHz (LSB)
2. Hetrodyne osc is 11.190 kHz
3. VFO is 1583.3 kHz to 1886.7 kHz

VFO and hetrodyne are mixed together to give 9503.3 kHz to 9616.7 kHz.

This is then mixed with the transmit IF frequency to give the difference:
e.g. 9503.3 kHz - 2303.3 kHz = 7200.0 kHz (or 7.2000 MHz).

Again I would do a check to see who is hopping by 20 kHz when they shouldn't be.
