HW-9 troubles

I have an HW-9 that is driving me crazy. I have been through the alignment procedure in the book several times but the dial accuracy is about 11 kc off. Pretty much the same error on all bands. The offset between transmit and recieve is ok, it's just the signal is higher than the dial reads.

The VFO endpoints are adjusted to 5.7493 at the high end and 5.9993 at the low end. I am missing some clue. Any hints?
