Neither the SB-200 nor the SB-220 need soft-start modules. There is
a form of "soft-start" built into Heathkit's choice of power transformers.
Installing any soft-start module in either amp is a waste of time and

Well, as someone else says here, if your amp is working at all, then
obviously there is plate current.
Check to see that the "hot" (ungrounded) end of R-12 is (also)
connected to R-14, that R-14 is connected to pin 7 of the meter
switch, that pin 8 of the meter switch is connected to ground.
If all those are correct, then perhaps there is something wrong at the
switch itself, like a burned or bent contact.
